FUNCTIONAL ANALYSIS OF STATE AGRARIAN POLICY: INSTITUTIONAL MECHANISMS AND ECONOMIC EFFICIENCY

The aim of this study is to identify key factors in the effectiveness of agricultural policy and structural imbalances in the distribution of state support through a comprehensive analysis of the regulatory framework, agricultural policy implementation mechanisms, institutional governance architecture and financial instruments. The empirical data base for this study included regulatory acts, scientific publications, official sources of national and international statistics, and the authors' personal observations. The study implements a systems approach using methods of institutional analysis and quantitative assessment of economic indicators. Graphical visualization was used to visualize the identified relationships. This article provides a detailed analysis of key economic indicators, including agricultural production dynamics, agricultural exports, import substitution levels, labor productivity, architecture and instruments of agricultural policy, demonstrating their relationship with macroeconomic indicators. A multi-level governance system and diversified financial instruments of state agricultural policy, including subsidies, concessional loans and infrastructure investments, are described. The effectiveness of agricultural policy architecture is confirmed, as reflected in the growth of producer support levels (PSE), agricultural export volumes and the import substitution index. Using the author's matrix, it is revealed that agricultural policy instruments have a multidirectional impact. Challenges arising from territorial imbalances and the need to further improve monitoring and performance evaluation mechanisms are identified. Key success factors are identified: adapting programs to regional conditions, developing an export orientation and technological modernization of the industry. The need to strengthen the differentiation of state support, taking into account the specific characteristics and priorities of regional development, is substantiated.
