METHODOLOGICAL ASPECTS OF FORMATION AND DEVELOPMENT OF ECONOMIC BASE OF RURAL AREAS

Study of the methodological aspects of formation and development of economic base of rural areas has shown that integrated agrarian formations, which are central points in the system of territorial division of labor and the process of labor reproduction, play a special role in this process. An analysis of economic base concept development in the context of rural territorial systems formation revealed that this concept, in its traditional form, does not correspond to modern understandings of the sources and ultimate goals of territorial socio-economic system development and requires significant revision. This is due to the exhaustion of extensive economic growth resources and the transition to an intensive model. A trend toward a close and direct relationship between the development of integrated agrarian formations and the growth of the non-production sector in rural areas is revealed. The scientific novelty lies in the identification of a weakening relationship between agricultural employment and rural population dynamics in regions with large agricultural formations. This dynamic must be taken into account when conducting prospective calculations of rural population size when developing development strategies for large, medium and small businesses. It is unacceptable to view rural space as a source of available resources without considering aspects such as its impact on the population's standard of living, the amenities of populated areas and the accessibility of jobs, social centers and recreational areas. A significant aspect of developing the economic base theory must be consideration of the interconnections between individual rural territories and their actual functioning within inter-territorial cooperative structures. Thus, the concept of the development and territorial organization of the economic base of rural territories must consider two interrelated aspects. On the one hand, it must develop as an independent territorial production complex, representing an economically integral and territorially distinct part of the national economic complex. On the other hand, it must function as a functional subsystem ensuring the sustainable development of rural territories.
