DIFFERENTIATION OF RURAL SUBREGION DEVELOPMENT IN THE REGIONAL ECONOMIC SPACE

The current agenda of spatial development of Russia determines increased attention to the study of the causes of intraregional disproportions, the study of the processes of interaction of territories in the context of “center-periphery”, identifying the possibilities of their cooperation and integration. For peripheral rural areas, which are under the weak influence of urban agglomerations, special mechanisms are needed to ensure sustainability and balance. This determines the need to identify problem areas for the development of rural areas based on an assessment of the differentiation of their social and economic development. In Samara region 7 subregions have been formed and normatively fixed, uniting 23 municipal districts of predominantly agricultural specialization. As a result of the assessment of the differentiation of the social and economic situation of the subregions by the integral indicator and by the components of economic, social and infrastructural nature, three groups of subregions were identified: with high values of the integral indicator (2.0-2.5) - highly developed (Syzran), with average values (1.5-2.0) - moderately developed (Sergievskiy, Pokhvistnevskiy and Yuzhnyy) and with low values (1.0-1.5) - poorly developed subregions (Yugo-Zapadnyy, Otradnenskiy and Neftegorskiy). The assessment of homogeneity degree for the period 2017-2022 also confirmed the presence of disproportions. It was found that they are most significant for the economic and social components: the average values of the variation coefficient were 37.5% and 34%, respectively, which exceeds the threshold value (33%); the values of the asymmetry coefficient are positive and go beyond 0.5. The excess coefficient throughout the period had values that fell outside the general population, in particular, there are shifts to negative values for the economic component, and to positive values for the social and infrastructure components. It was determined that the main limitations for the development of rural subregions were: the lack of an adequate transport network and narrow specialization of the economy. Along with large-scale infrastructure projects aimed at ensuring transport connectivity and the sphere of social services, it is necessary to develop new forms of diversification of the local economy: rural tourism, creative industries, folk crafts and family business.
