ASSESSMENT OF THE STABILITY OF SMALL CATTLE POPULATION DYNAMICS IN THE REGIONS OF THE RUSSIAN FEDERATION

Between 1991 and 2024, Russia experienced a reduction of over 60% in its total small ruminant livestock population - from 58.2 million to 19.1 million head. The most significant decrease was observed in the Central (-85.2%) and Far Eastern (-86.6%) federal districts, while in the Southern (-25.5%) and North Caucasian (-26.9%) districts the rate of decrease was minimal. The structural transformation of the industry deserves special attention: if in 1991 agricultural organizations accounted for 58.3% of the livestock, then by 2024 their share had decreased to 14.5%, while the share of peasant (farm) households and individual entrepreneurs increased from 1.2% to 41.5%. The conducted analysis made it possible to identify three types of regions based on the dynamics of industry development. The first group includes regions that are leaders in growth, such as the Republic of Dagestan (+148%) and the Karachay-Cherkess Republic (+153.7%), where favorable conditions for traditional sheep and goat breeding are preserved, associated with the preservation of traditional forms of management, a developed network of mini-processing enterprises and a stable demand for lamb in local cuisine. The second group is represented by stable regions, among which, for example, Astrakhan region stands out with a slight decrease in livestock (-0.6%) due to the development of export directions for the sale of small ruminant meat. The third group consists of crisis territories, such as the Volgograd region (-97.2%) and the Zabaikalsky Krai (-91.6%), where the industry faced the most serious problems associated with both the general crisis of the industry and specific regional factors. An analysis of the sustainability of regional specialization in sheep farming in Russia allows us to identify pronounced spatial patterns in the development of the industry. Correlation analysis demonstrates a high degree of preservation of the existing geographical structure of production, especially in traditional areas of pasture livestock farming. The greatest stability is observed in private subsidiary farms, which indicates the deep rootedness of sheep farming in the system of traditional nature management in these regions.
