FRUIT AND BERRY SUPPLY TO REGIONAL POPULATIONS: A CLUSTER APPROACH

Russian population has been experiencing a fruit consumption deficit for many years. Fruits and berries exhibit the largest gap between the actual (44.6%) and the threshold (60%) self-sufficiency level for 2023, and the highest average underconsumption among other products across the country, at approximately 66 kg per person, compared to a rational norm of 100 kg per person. However, average estimates do not reflect the situation in individual regions, so authors clustered the regions based on indicators characterizing the production, distribution, and consumption of fruit and berries. This resulted in the identification of four clusters and two atypical regions. The first cluster included 40 regions (47%), including the European part of the country, the Siberian federal district and Far Eastern federal district. The second cluster included 32 regions (approximately 38%). These regions produce less than one-third of the fruit and berry volume consumed. In addition, consumption in the second cluster is lower than the national average. Imports could improve selfsufficiency here. The third cluster included six regions in the central and southern parts of the Russian Federation with over 100% self-sufficiency but insufficient consumption due to exports. These regions could become the foundation for ensuring the country’s food security. The fourth cluster included Moscow, St. Petersburg and Moscow, Leningrad and Nizhny Novgorod regions. Here, despite a lower level of self-sufficiency, high consumption is ensured by importing fruits and berries from other regions and countries. Efforts should be made to improve logistics and control prices. Two unique regions – Kabardino-Balkarian Republic and Krasnodar Krai – are the only ones where rational fruit and berry consumption standards are met; they are the driving force behind ensuring the country’s food security in terms of fruits and berries.
